Joel was a prophet of the LORD in the time of the Kingdom of Judah, after Israel was divided into "Israel" and "Judah." As such, he was a prophet to Judah, but moreover the prophecies that the LORD gave to Joel warn of the future "Day of the LORD" and the establishment of the Kingdom of God on Earth after the Messiah's return.
